El Consejo de Seguridad de Naciones Unidas aprobó este martes la transición de la Misión Multinacional de Apoyo a la Seguridad en Haití (MSS, en inglés), liderada hasta hoy por Kenia, en una Fuerza de Eliminación de Pandillas (GSF), una resolución impulsada por Estados Unidos junto a Panamá.
La votación de la resolución, cuya implementación tiene carácter inmediato, se resolvió con 12 votos a favor, 3 abstenciones -de China, Rusia y Pakistán- y ninguno en contra.
China justificó posteriormente su abstención en que el “fracaso” de la MSS se debió, parcialmente, a que “un importante país” (en alusión a EE.UU.) “incumplió sus compromisos iniciales” y en que el gigante asiático no fue tenido en cuenta para el diseño de esta resolución que, además, “no incorpora un estudio previo sobre el terreno”.
“Mantenemos nuestra opinión de que el Consejo se está viendo empujado una vez más a una aventura peligrosa y mal planificada”, agregó el representante de Rusia ante Naciones Unidas, Vasili Nebenzia.

La Cancillería de la República Dominicana informó este martes la decisión del Gobierno de no invitar a Cuba, Nicaragua y Venezuela a la X Cumbre de las Américas que se celebrará el 4 y el 5 de diciembre próximo en Punta Cana, en el este del país.
En un comunicado, la Cancillería precisó que al asumir la presidencia pro tempore en 2023, el Gobierno dominicano anunció que dicha cumbre sería inclusiva, “propósito que procuramos honrar”, sin embargo, “frente al contexto actual de polarización política, hemos decidido priorizar el éxito del encuentro, extendiendo la invitación al mayor número posible de países”.
En ese sentido, “la no invitación a Cuba, Nicaragua y Venezuela —países que, por diversas razones, han decidido no formar parte de la OEA y que tampoco participaron en la pasada edición de la Cumbre de las Américas— constituye la decisión que, dadas las circunstancias hemisféricas, favorece la mayor convocatoria y asegura el desarrollo del foro”, afirmó la nota publicada en la página web de la Cancillería.
En otras ocasiones, cuando República Dominicana fue país anfitrión de la Cumbre Iberoamericana en Santo Domingo en 2023, o de la Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (Celac) en Bávaro en 2017, “dichos países fueron invitados y participaron plenamente”, agregó la nota.

Respecto a Venezuela, “país con el que nos unen profundos lazos históricos”, la Cancillería recordó que el Gobierno dominicano no ha reconocido la legitimidad de las dos últimas elecciones presidenciales celebradas en ese país, cuyas autoridades han suspendido las relaciones diplomáticas con la República Dominicana que junto a un grupo de naciones exigió la revisión completa de los resultados de los cuestionados comicios de junio pasado.
